The “Europe for Citizens” programme provides financial support for initiatives promoting European collective memory and civic participation on a European scale. Supported initiatives help to raise awareness on the EU, its history and diversity, and promote European citizenship by improving the conditions for civic and democratic participation at EU level.
Hence, projects funded under the “European collective memory” component raise awareness of the EU's memory work, history and common values, as well as its ambition to promote peace, European values and the well-being of its peoples. Projects supported under the “democratic engagement and civic participation” component encourage the democratic and civic participation of citizens across the EU by improving their understanding of the policy-making process in Europe and by generating their interest and commitment to this process. This component covers, among other things, town twinnings and city networks.

Special aid for youth projects

Erasmus + / Youth in Action is the European Union's youth programme. Its main objective is to improve the skills and employability of young people.
As part of the twinning initiative, the program lends itself to supporting different types of projects. It stimulates the exchange between the citizens of municipalities or twinned towns.
Youth exchanges: An exchange lasts between 5 and 21 days and brings together between 16 and 60 young people. The request may come, for example, from your youth centre, the local Scout group or another association in your municipality. The organizer of the exchange will develop an intercultural exchange program.
Cross-border youth initiatives: Youth groups from at least two municipalities or twinned towns are setting up a joint project. Their project must have an impact in their respective communities. For 6 to 24 months, young people will prepare, exchange and carry out their actions on the ground. Examples include eligible support projects (for young people, the elderly, minorities,…) or artistic or cultural projects.
European Voluntary Service: Between municipalities or twinned towns, you can welcome and send volunteers between the ages of 17 and 30 to different cities. The voluntary service is for young people who can then spend up to 12 months with a municipality or twinned town. The volunteer is supervised by a host organization and contributes to projects of the local community or the region through their activities. These projects can be integrated, for example, in a cultural, touristic, ecological, sporting or social context.

The ERASMUS + / Youth in Action programme is managed at national level. In Luxembourg, it’s the SNJ that hosts the program. The SNJ team is available for municipalities and their associations for any further information.
