About the Congress of Local and Regional Authorities of the Council of Europe (CLRAE)

The Council of Europe’s Congress of Local and Regional Authorities (CLRAE) is the representative body of local and regional authorities of the 47 member states of the Council of Europe charged with monitoring the state of territorial democracy and the development of local and regional self-government.
Comprised of two chambers, the Chamber of Local Authorities and the Chamber of Regions, the Congress, which sits in Strasbourg for two plenary sessions a year, is the mouthpiece for municipalities and regions in the Council of Europe and works to promote local democracy and citizen participation in Europe.
The Congress is at the origin of several European conventions, including the European Charter of Local Self-Government transposed into law in the Grand Duchy of Luxembourg by the law of 18 March 1987. This charter establishes common European standards to protect and develop the rights and freedoms of local authorities and commits the European states that have ratified it to comply with a number of rules, principles and good practices.
The Congress is responsible for safeguarding and developing local democracy, mainly via monitoring reports on the implementation of the European Charter of Local Self-Government, and the observation of local and regional elections.
In 2005, the Grand Duchy of Luxembourg was the subject of such a monitoring report for the first time, followed by the adoption of a recommendation by the Congress. These documents can be downloaded below.
