Integration
SYVICOL is committed, at different levels, to encourage all municipalities to put in place a policy promoting the integration of all their inhabitants, whether Luxembourgish or foreign nationals.
On the one hand, SYVICOL ensures that the interests of municipalities are taken into account by government policy by working closely with the Ministry for Family, Integration and the Greater Region – Department for Integration, by publishing a guide to establish a “Communal Integration Plan” (PCI); by working committedly within the “Exchange and Support GRoup on Integration at Local Level – GRESIL; and by participating in the organisation of the biannual “National Conference on Integration at local level” in cooperation with ASTI - Intercultural Agency.
On the other hand, SYVICOL supports municipalities in fulfilling their obligation to set up a Communal Advisory Commission on Integration (CCCI), prescribed by article 23 of the Act of 16 December 2008 concerning the reception and integration of foreign nationals (only in French).
The organisation and internal functioning of the Communal Advisory Commission on Integration can be found in the Grand Ducal Regulation of 15 November 2011. (only in French)
Below is a synoptic document illustrating the missions and internal functioning of the CCCIs, developed in collaboration with the Centre for Intercultural and Social Studies and Training (CEFIS) on the basis of applicable legislation: (only in French)
